Organizational Profile

ValueOptions, the nation's largest behavioral health care company, provides services to more than 22 million individuals through a variety of contracts with state and county agencies, health plans and employers. ValueOptions is a managed care company that specializes in management for behavioral health issues and chemical dependency diagnoses.

In the North Texas area, ValueOptions is a Behavioral Health Organization (BHO) that manages a behavioral health care provider network via contracts with the Texas Department of State Health Services (DSHS). ValueOptions works closely with the behavioral heath care service system in North Texas, known as NorthSTAR. NorthSTAR is an amalgamation of mental health and substance abuse providers serving eligible consumers in a 7-county county area. The counties served by NorthSTAR include Collin, Dallas, Ellis, Hunt, Kaufman, Navarro and Rockwall. Major providers in this network are referred to as Specialty Provider Networks (SPN).

Challenge

ValueOptions desired to implement a Uniform Assessments (UA) for use by all SPNs in the NorthSTAR system as part of the clinical documentation required for determining authorization for services. ValueOptions approached HarrisLOGIC to create an online system for Uniform Assessments that could be shared by SPNs, Value Options and NorthSTAR

Solution

HarrisLOGIC designed and implemented VO Webcare, a secure online product for creating, managing, processing and distributing Uniform Assessments (UA) between Specialty Provider Networks (SPN), ValueOptions and NorthSTAR. It offers SPNs the option of online entry and/or an Extensible Markup Language (XML) import/export process as methods of submitting, reviewing and adjusting UA information to and from VO WebCare. VO WebCare transmits approved UAs to NorthSTAR in the format specified by NorthSTAR. VO WebCare uses several secure data imports from VO to maintain current demographic data regarding NorthSTAR clients, as well as response feeds from NorthSTAR for submitted UAs, and autoclose feeds from NorthSTAR for expired UAs.

Results and Benefits

VO WebCare provides SPNs significant benefits including: optional electronic pathways to submit UA information to and from ValueOptions and NorthSTAR, optimized and secure processing of UA information, and unprecedented efficiencies in ValueOption's timely review of UA information. In the end, these values greatly facilitate decision support for consumers who request and receive behavioral health services in the NorthSTAR area.
