The Jail Diversion Instant Messaging System (JDIM) implemented in Dallas County is an example of this dynamic at work. Jail diversion addresses one of society's most difficult problems to solve involving people with mental illness who enter jails often as a result of not taking medications to control their illness. As an individual's illness remains unidentified and untreated within the jail system, this problem becomes increasingly expensive, dangerous and inhumane. The JDIM solution supports expedited jail diversion for nonviolent mentally ill offenders. JDIM applies federated data models, bot technologies and workflow efficiencies so that people and data interact across organizational boundaries. JDIM involves stakeholders from county government, a managed care behavioral health company, service providers in Dallas County and a technology solutions company. Specifically, these entities are: Dallas County Department of Criminal Justice, Value Options, multiple service providers and HarrisLOGIC.
